Policy are satisfied. Specif;cally, the violation is based upon your activities prior to the events
leading to your decision in December 1996 to enter into an extended shutdown to address
longstanding performance issues. The violation would not have been categorized at Severity
Level 11, the violation was not willful, and enforcement action was not considered necessary to
achieve remedial action. In addition, actions specified in Confirmatory Action Letter Rill-96 008B '

effectively prevent you from restarting LaSalle County Station without implicit NRC approval.

' On October 31,1997, the NRC completed an inspection at your LaSalle facihty. The enclosed
- report presents the results of that inspection.
During this 6-week inspection, your conduct of activities at the LaSalle facility was generally
characterized as safe and in accordance with plant procedures. Your immediate conW
