DPR-42 50-306 DPR-60 In response to your letter of March 3, 1986, concerning Inspection Reports No. 50-282/85024 (DRP) and 50-306/85022 (DRP), the following information is offered related to the noncompliance item cited in the report.
Violation 10 CFR 50.59(a)(1) states, in part, that a license holder may make changes in the licensed facility without prior Commission approval unless the change involves a change in technical specifications incorporated in the license.
Contrary to the above, inverters supplying the instrument buses were modified in 1980 and 1983 to improve their reliability, but without requesting appro-priate amendment of the technical specifications.
This is a Severity Level IV violation (Supplement 1).
Response
The inverter modifications were made under the provisions of 10CFR50.59.
It was concluded that the proposed change did not involve a change in the technical specifications.
However, revisions to Section 3.7 of the Technical Specifications have been included in a License Amendment Request dated March 17, 1986. The proposed changes will make the technical specification inverter bypass requirements more explicit and should resolve the cited concerns.
