RE: Changes to the physical security plan for the Oregon State University -*

TRIGA reactor (OSTR), License No. R-106, Docket No. 50-243.

Gentlemen:

In accordance with the requirements of 10 CFR 50.54(p), we would like to report three changes relating to the OSTR physical security plan which were made without prior NRC approval. One of these items is defi-nitely reportable under 50.54(p), while the other two do not necessarily represent a change to our security plan and therefore may not strictly need to be reported in this manner.

However, in the interest of insuring an appropriate level of communications on physical security matters, we are reporting all three items.

The changes and other items reported in this letter have been reviewed by the OSTR physical security staff and Reactor Operations Committee, and it was concluded that the safeguards effectiveness of the OSTR physi-cal security plan would not be reduced by any of the modifications described.

In keeping with the instructions in USNRC Generic Letters No. 84-18 and No. 82-39, the changes to the OSTR physical security plan and the other related physical security information are included as a separate enclosure (Attachment 1) to this letter.

If there are questions regarding the described changes, please let us know. Contingent upon your approval of the changes, we are planning to incorporate this letter (with all attachments) into the list of docu-ments which currently comprise our physical security plan.
