Dear Mr. Reid:

On October 31i 1997, the NRC completed an inspection at your Vermont Yankee reactor

f acility.1 The enclosed report presents the results of that inspection.

During the seven week period covered by this inspection period, your conduct of activities

et the Vermont Yankee f acility_was generally characterized by safety-conscious operations,

sound engineering and maintenance practices, and careful radiological work controls.

Your staff's actions to address the emergency diesel generator (EDG) support piping welds

. issue were observed to be consistent with Generic Letter 91-18 guidance, with respect to

the identification, initial operability determination, and detailed analytical evaluation of the

degraded /nen-conforming support piping, as well as, the destructive rnetallurgical

'

examination of the lubricating oil piping replaced on the 'B' EDG. NRC review of this issue -

i. 1 continues.

. - Your radioactive liquid and gaseous effluent control programs were inspected by a Region 1

Radiation Specialist during this inspection period. The inspection consisted of selective -

examinations of [ acedures and representative records, interviews with personnel, and

observations by the inspector. The programs and their implementation were considered

overall to be well-implemented. One weakness was identified in the area of the plant air

- balance described in Section R.2.3 of this inspection report.

We completed a review of the remaining outstanding items for your Generic Letter (GL) 89-

110, " Safety-Related Motor Operated Valve Testing and Surveillance," program. We  !

[  ; determined that _you have adequately established a program to verify the design basis of

, safety-related MOVs. Accordingly, NRC review of the GL 89-10 program has been

completed. We note that you have agreed to additional minor enhancements in a

November 3,1997 letter to' NRC We understand that you willinform us by letter when :

these enhancements have been completed.
