a Enclosed for the Region's staff review are copies of Sacramento Municipal Utility District's Action Plan for Performance Improvement at the Rancho Seco Nuclear Generating Station.
At the time of the December 26, 1985 overcooling event at Rancho Seco, the District was in the midst of a program to improve operation of the plant.
While this event resulted in no impact on the health and safety of the public, it provided clear indication that the improvement program required new force and direction.
The enclosed Action Plan documents the fresh start now underway to achieve long-lasting improvement in Rancho Seco performance.
Implementation of the Plan will reestablish a dedication to excellence which will regain the confidence of regulators, county and state officials, investors, and customers in the District's operation of Rancho Seco.
By any measure, the Action Plan is comprehensive.
Its implementation will require an enormous effort by the District, and our dedication to that effort will continue long after the plant resumes operation. While we have looked carefully at the December 26, 1985 event, the District has left behind any tendency to apply a narrow focus in response to operating experience. A systematic investigation is in progress to look far beyond the specific problems associated with that incident, with the goal of identifying and implementing an array of corrective actions which will address the root cause of past performance problems.
The Action Plan utilizes diverse inputs for issue identification, a disciplined process for logir.al issue evaluation and disposition management, a special organization to implement Action Plan activities, and identified responsibilities for assuring the effective and complete close-out of corrective actions.
It includes a prioritization process which identifies those actions which will be completed before restart of Rancho Seco.
In formulating and implementing the Plan, the District has been advised by an Independent Review Group, made up of senior persons with significant experienceinthemanagementandoversightofnuclearpowerplantoperations,l )
design, and regulation.

Martin July 3, 1986 The Plan inherently reflects District management's intent to provide the leadership and resources necessary for the dedicated SMUD team to improve the operational performance of Rancho Seco. More explicitly, Appendix A of the Plan is the recently adopted District Board of Directors' Policy Statement on Performance Improvement at Rancho Seco. The Board states that it " considers the Performance Improvement Program at Rancho Seco to be the District's highest priority activity." It is also stated that "The District's Board of Directors is committed to achieving a prompt and significant improvement in performance at Rancho Seco and to provide the support necessary to achieve standards of excellence in all aspects of nuclear activities."
I appreciate the helpful comments received from your staff and NRR as we prepared the Action Plan. We look forward to discussions with the NRC and Region staff in the near future on its review of the Plan.
