SUBJECT: NRC INSPECTION REPORT 50-498/98-02; 50-499/98 02 AND NOTICE OF
VIOLATION
Dear Mr. Cottle:
'
An NRC inspection was conducted Jariuary 1215,1998, at your South Texas Project Electric
Generating Station, Units 1 and 2 reactor facilities. The inspection focused on radiation
protection activities. The enclosed report presents the scope and results of that inspection. On
January 21,1998, your staff provided (via fax) additionalinformation to Mr. Joseph Tapia of our
staff regarding your position pertaining to severalinspection findings. Our assessment of your

position pertaining to the inspection findings are addressed in Section R1.3 of the Report
Details.
The inspection identified three violations of NRC requirements. These violations are cited in the
enclosed Notice of Violation (Notice) and the circumstances surrounding the violations are
described in detailin the enclosed report. The violations involved failures to: perform a
,
radiological survey; post an airborne radioactivity area; and inform workers of changing
radiological conditions. Collectively, these violations are of concem because they involved the
failure of your staff to follow approved procedures. Additionally, while some of these issues
were identified by your staff, corrective actions were not adequate in all cases. Please note that
you are required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response. The NRC will use your response, in part, to
determine whether further enforcement action is necessary to ensure compliance with regulatory
requirements.

enc!osure(s), and your response will be placed in the NRC Public Document Room (PDR). To
the extent possible, your response should not include any personal privacy, proprietary, or
safeguards information so that it can be placed in the PDR without redaction.
