BRIEFING ON AS LOW AS

@CTICABLE CONSULTANTS, 1:45 P.M.,

THURSDAY, APRIL 3,1975, COMMISSIONERS' CONFERENCE ROOM, D. C. OFFICE The Commission was informed that the As-Low-As-Practicable draft decision had been altered in four ways since the consultants' carlier meeting with the Commission:

(1) a dollar value for a man / rem was deleted; (2) increased emphasis was placed on the fact that Appendix I is not a radiation protection guide; (3) a man / rem limit was added; and (4) the design objective value for liquid effluents was lowered.

The consultants stressed that these changes ctem from the data base gathered earlier and presented in.the record; they did not go outside the record.

i The Commission then discussed in detail with the consultants the cpecific numerical changes recommended.

One point at issue was the effect'of dropping a dollar value for a man / rem, and its relationship to effluent control guidelines.

It was noted that, in any case, the guidelines suggested for effluents were significantly less cavere than the control exercised over effluents by the new power plants.

Also discussed was the possibility that, if such control w;re measured in relationship to the dose received by nearby humans, 6 remote power plant might be faced with difficult back fitting problems ca. people moved nearer.

After further discussion with the consultants, the Commission:

1.

noted a suggested response to the General Electric and Consolidated Utilities' letters regarding As Low As Practicable, which have been placed in the Public Document Room but which, because of ex parte considerations, cannot be substantively addressed;

'2.

recommended that the Oak Ridge Consultants meet with Dr. Grahn and Dr. Cassarette to discuss a revision based on flexible dose limits, temporarily dropping the dollar per man rem figure.

This revision should be 1975; and ready for Commission discussion Thursday, April 10, y
