Revision 15 incorporates NRC comments to Revision 14 and does not decrease the effectiveness of the plan.
The attachment to this letter should not be made availabl:1grpublic inspection and should not be olaced in the oublic document room. As identified in our Revision 14 submittal, this plan is no longer considered safeguards information, and is therefore being submitted without the safeguards markings. However, under the provisions of 10 CFR Part 2.790 (d) (1) it is exempt and should be withheld from public disclosure.
