Dear Sir:

This special report is submitted in accordance with LaSalle Unit 1 Operating License NPF-11, Appendix A, and LaSalle Unit 2 Operating License NPF-18, Ap-pendix A, Technical Specifications 3.7.5 2.

On June 2, 1986, the Control Room Ventilation (VC), Auxiliary Electric Equip-ment Room Ventilation (VE), and the Standby Gas Treatment (VG) Charcoal Filter Deluge Systems were out of service longer than the fourteen (14) day period allowed by Technical Specification 3.7.5.2 prior to requiring a special report.

On May 19, 1986, the VC, VE, and VG Charcoal Filter Deluge Systems were taken out of service mechanically to prevent inadvertent wetting of the charcoal filters while an investigation into the inadvertant wetting of the charcoal filters was being conducted. The investigation was not completed within the fourteen (14) days allowed by Technical Specification 3.7.5.2.

Prior to removing the VC, VE, and VG Charcoal Filter Deluge Systems from ser-vice, an hourly fire watch patrol was established in accordance with Action A of Technical Specification 3.7.5.2.

In the event of an actual fire in the VC, VE, or VG charcoal filter, the deluge systems could be actuated by opening the appropriate manual deluge stop valve prior to the normal manual initiation of the deluge system.

The VC, VE,'and VG Charcoal Filter Deluge Systems are expected to be returned to service by August 1, 1986, following completion of the investigation.
