Mr. John Koskinen, Chair President's Council on Year 2000 Conversion Executive Office of the President 115 OEOB Washington, DC 20502

Dear John:

Enclosed for your information is a copy of the draft U. S. Nuclear Regulatory Commission (NRC) document entitled, " Contingency Plan for the Year 2000 issue in the Nuclear Industry." This document describes the current plan and approach the NRC staff expects to use in addressing contingencies resulting from potential unanticipated events due to the Year 2000 (Y2K) problem.

We believe that prudent contingency planning for the Y2K problem is appropriate in addition to actions being taken by NRC licensees to achieve Y2K readiness of their facilities. We further recognize the importance of a broader focus that will help to insure that Y2K concerns regarding the national infrastructure are identified and resolved.

In its current form, the draft plan discusses actions and approaches involving potential policy issues that may require more formal Commission review and approval. However, the Commission has determined that the draft plan should be made available to the public at this time in order to promote communication and dialogue regarding the proposals discussed therein.

Please do not hesitate to contact me if you have any comments, questions, or concerns.

Sincerely, or,..- w u m atv yguc Frank J. Miraglia, Jr.
