This final rule is entitled " Minor Revision of Design Basis Accident Dose Limits For Indpendent Spent Fuel Storage and Monitored Retrievable Storage Installations," and was published on October 13,1998 (63 FR 54559). The proposed rule , with the same title, was published on March
