Reply to Notice of Violation NRC Inspection Report Nos: 50-456(457)/97020 Braidwood Nuclear Power Station Units 1 and 2 NRC Docket Numbers 50-456 and 50-457

Reference:

J. A. Grobe letter to T. J. Tulon dated January 7,1998, transmitting Notice of Violation from Inspection Report 50-456(457)/97020 During the Security inspectica conducted Novemi er 17-21,1997, two Severity Level IV violations were identified. These violations are docurr.ented in the reference specified above. Comed's response to the violations is included in the attachment to this letter.

Braidwood Security Managen. ant has worked hard to ensure above average security support to the Station. To address the attentiveness issue, stand-down meetings were held with all Security Force personnel. These meetings emphasized the importance of being attentive-to-duty, perception of being inattentive, and the steps to take if an employee believes they may not be fit.for-duty. Additionally, the Supervisor's role, in helping employees maintain attentiveness, was re-emphasized. These actions were taken to assure that each employee understands the importance or maintaining attentiveness, the negative impact of a perception ofinattentiuness, and that they can take steps to avoid becoming inattentive, without penalty.

The following conunitments were made in the attachment to this letter:

a Security contractor management will develop a training seminar that addresses the everallissue ofinattentiveness. This seminar shall discuss past failures and provide employees with simple and effective alternatives to avoid inattentiveness problems.

The seminar entitled " Stand and Call" will be presented to all Security employees

during the flat quarter of 1998. All subsequently hired employees will receive this training prior to being assigned regular duties.
