Dear Mr. Wadley:
- On October 31,1997, the NRC completed an inspection at your Prairie Island Nuclear
. Generating PlanL The enclosed report presents the results of that inspection.
Areas examined during the inspection included the frea release of turbine components,
walkdowns within the containment and auxiliary buildings, observation of the removal and
ultrasonic testing of the reactor head, shutdown chemistry, and planning to ensure that jobs
were conducted to maintain the radiation dose As Low As is Reasonably Achievable (ALARA).

Within these areas, the insoection consisted of a selective examination of procedures and
representative records, observations, and interviews with personnel.
Overall, the radiological controls were effective in maintaining a reasonable collective dose for
the work accomplished during the Unit 1 refueling outage. The surveys and controls for the free
release of turbine components were thorough, and ALARA planning and shutdown chemistry
were well conducted. The radworker performance was generally good, although one instance
of poor radworker practice was identified.
In par *1cular, you identified an individual who crossed two separate radiation protection
boundaries without reading the postings, and who was, therefore, unaware of the current
radiological conditions. Although there was no significant radiologicalimpact as a result of this
.
radworker's actions, we are concemed about his lack of attention to radiological postings and
controls, and a,1y contribution to his failure to observe the postings caused by the location and
nature of the postings, radworker training and other human factors. Due to your radiation
protection staff's prompt identification and evaluation of the events and strong corrective
actions, including a change in the posting practice and a site-wide communication of this
unacceptable radworker performance, this violation was considered a Non Cited Violation. No
other violations of NRC requirements or open items were identified.
