On August 8,1997, the NRC ee.T-C'.ed an inspedion at your Perry 1 Nuclear Power Plant. The
enclosed report presents the results of that inspection,

In general, continued effective and conservative operation of the plant was observed during
normal operation, power changes, and response to events. However, three violations of
NRC requir*ments were identified during this inspection. All three violations were identified by
the NRC. The first v!olation pertained to your decision to withdraw a report of an engineered
'
safety features actuation and not submit a licensee event report. The second violation involved a -
procedure that did not provide complete guidance for assessing surveillance test results. The
third violation was for the failure of maintenas ce personnel to use a required work order during
valve maintenance. While these violations did not result in a dwect degradation of plant safety,
nor were indicative of a programmatic breakdown, the violations are of concem because of the
reliance the NRC places on proper licensee reporting of events and because of the importance
associated with developing and implomerating procedures and instructions that can directly affect
qualPy during work activities.
The violations are cited in the enclosed Notice of Violation (Notice). Please note that you are
required to respond to this letter and should fol;ow the instructions specified in the enclosed -
Notice when preparing you resoonse. The NRC will use your response, in part, to determine

whether further enforcement action is necessary to ensure compliance with regulatory
requirements,
