The Nuclear Waste Policy Act 1962 (Public Law 97-425) and Commissior Rese:etion 10 CFR Part 60 promote interaction between Departrent cf Erercy (00E) and NRC prior to submittal of a license application fcr c seclogic repository. These interacticrs are to fully inform DOE abcut the level of information that must be provideo in a license application se as to allow a licensirs Cecisicn to be made by the NPC.
The principal rccFerism for providing guidance to the LGE is completion by the f FC stait of Site Characterization Analyses (SCA's) which decurrent staff rcticvs cf DOE Site Characterization, Pians (SCP's) submitted according tc the
- h. clear Waste Policy Act and 10~ CFR Part 60. Additional means have been develcped to supplement the guidance prcviced in the SCA's. These ir.cicc'e staff technicci positions on both generic anc site specific issues. Generic
-Technical Positions (GTF's) establish the staff's positic > er broad technical issues that would be appliceble tc any site. Site Technical Positicos (STP's) es-it; sh the staft's posttion on a site specific technical issue.

7E90-01 Staf f technical positions will be issued ir a marncr intended to provide the NRC staff with the benefit cf cutside comment. At an apprcpriate stage in the development of each technical position, notice cf assilability will be published in the Fecerel Register and ccpies will be placed in the Public Ocetmcrt Eccms and distributed to 00E, host states and potentially affected tribes for comment.
Interestec members of the general public will be able to obtain copies upcn request and will be encourageo to comment. At the close of the comment pericd (normally 60 days), the staff will consider the comments received and issue a tinti pcsition.
