SUBJECT:
PLANT PERFORMANCE REVIEW (PPR) - NORTH ANNA NUCLEAR STATION
Dear Mr. O'Hanlon:
On October 17, 1997.-the regional staff completed the semiannual Plant Performance Review (PPR) of North Anna Nuclear Station.
The staff conducts these reviews for all operating nuclear power plants to develop an integrated understanding of safety performance. The results are used by regional management to facilitate planning and allocation of inspection resources. The-PPR for North Anna Nuclear Station involved the partic1pation of all technical divisions.in evaluating inspection results and safety performance information for the period March - September 1997.
PPRs provide regional management with a current summary of licensee performance and serve as in 9ts to the NRC Systematic Assessment of Licensee Performance (SALP) anc aenior management meeting (SMM) reviews.
This letter advises you of our planned inspection ef fort resulting from the North At na Nuclear Station PPR review and the general time frame of lanned inspecth.ns plus the exact dates of team inspections.
It is provide to minimize the resource impact on your staff and to allow for scheduling conflicts and personnel availability to be resolved in advance of inspector arrival onsite.
The enclosure details our 1r.spection plan for the next six i
months.
Individual inspections are identified by the month (s) in which we i
intend to conduct the inspection.
Exact dates are not provided for non-team inspections because experience has proven that we must often change dates as the result of higher priority requirements and conflicts at your site or other sites. You will be contacted three-six weeks prior to individual inspections to confirm dates. The rationale or basis for each inspection outside the core ins)ection program is provided so that you are aware of the reasons for emplasis in these program areas. Resident inspections are not listed due to their ongoing and continuous nature.
l The NRC's general policy for reactor inspections is that each ins)ection shall be announced.'except when announcing the inspection could reasona)1y compromise the objectives of the inspectors. Therefore, some specific inspections, such as in the security and radiological protection areas, may not-be announced.
As part of the regional initiative inspection program, we plan to conduct I
six months. pections of fire barrier penetration seal issues during the next
)i followup ins The issues are discussed in Information Notice (IN) 88-04.
