e 7590-01 NUCLEAR REGULATORY COMMISSION AVAILABILITY OF DRAFT CENERIC TECHNICAL POSITION ON GROUNDWATER TRAVEL TIME AGENCY: Nuclear Regulatory Comission.

ACTIGh: Nctice of Availability.

SLMMARY: The Nuclear Regulatory Commission (hRC) has completed the draft Report " Generic Techn'ical Position on Ground Water Travel Time".

DATE: The ccrrrent period expires (insert the date 60 day: after publication).

ADDRESSES: Send comments to John J. Linehan, Acting Chief, Repository Projects Branch, Division of Waste Management, U. S. Nuclear Regulatory Ccmmission, Mail-Stop 623-55, Washington, D.C., 20555. Copies of this decurrent may be obtained free of charge upon written request to Linda Luther, Docket

SUPFLEMENTARY INFORMATI0fi: The Ecclear Waste Policy Act 1982 (Public Law 97-425) ar.c Ccniission Regulation 10 CFR Part 60 prcr.cte interaction between .

DepartmentofEnergy(00{ar.dNRCpriortosubmittalofalicenseapplication for a geologic repository. These interactions are to fully inform DOE about the levc1 cf information that must be provided in a license application to

&licw a licensing decision to be made by the NRC.

The principal mechanisr:: for providing guidance to the DOE is completion by the NRC staff of Site Characterization Analyses (SCA's) which document staff reviews of DCE Site Characterization Plans (SCP's) submitteo according to the Nuclear Waste Policy Act and 10 CFR Part 60. Additional rear.s have been deveicped to supplement the guidance provided in the SCA's. These include staff technical positions cn both generic and site specific issues. Generic Tcchr.ical Positions (GTP's) establish the s'taff's position en broad techr.ical issues that vculd Le applicable to any site. Site Technical Positions (STP's) establish the staff's position on a site specific technical issue. '

l r i e 7590-01 Staff technical positions will be issued in a manner intended to provide the NRC staff with the benefit of outside comment. At an appropriate stage in the development of each technical position, notice of availability will be ..-

published in the Federal Register and copies will be placed in the Public Document Rooms and distributed to DOE, host states and potentially affected tribes for comment. Interested members of the general public will be able to obtain copies upon request and will be encouraged to comment. At the close of the comment period (normally 60 days), the staff will consider the comments received and, issue a final position.

This announcement is a notice of availability for a Generic Technical Position (GTP) and solicits comments on the draft Report, " Generic Technical Position on Groundwater Travel Time." In the GTP, the NRC staff provides guidance on the determination of the pre-waste-emplacement groundwater travel ,

time along the fastest path of likely, radionuclide travel from the disturbed zone to the accessible environment (10 CFR 60.113(a)(2). The staff solicits specific comments on the draft in two particular areas:

1. Should matrix diffusion be considered in the definition of groundwater t. ravel time? Arguments for and against such a definition are covered in Section 1.1.

P '

7590-01

2. The criterion for acceptance of the grcundwater travel time is based -

en a percentile of the cumulative distribution function. A rationale fcr the choice of the percentile cutoff is discussed in Section 2.4, but the numerical value is left to the user. Is it appropriate to l specify a numerical criterion for the percentile; e.g.,15% in this GTP?

Ca%d at Silver Spring, Maryland, this /# day of d/ 1986.
