Commissioner Mike Powell l

Federal Communications Commission Room 844 1919 M Street, NW l

Washington, DC 20554

Dear Commissioner Powell:

l Enclosed for your information is a copy cf the draft U. S. Nuclear Regulatory Commission (NRC) document entitled, " Contingency Plan for the Year 2000 Issue in the Nuclear Industry." This document describes the current plan and approach the NRC staff expects to use in addressing contingencies resulting from potential unanticipated events due to the Year 2000 (Y2K) problem.

The NRC staff believes prudent contingency planning for the Y2K problem is appropriate in addition to actions being taken by NRC licensees to achieve Y2K readiness of their facilities.

We further recognize the importance of a broader focus that will help to insure that Y2K l

concerns regarding the national infrastructure are identified and resolved.

l In its current form, the draft plan discusses actions and approaches involving potential policy issues that may require more formal Commission review and approval. However, the Commission has determined that the draft plan should be made available to the public at this time in order to promote communication and dialogue regarding the proposals discussed therein.

We are soliciting comments on the overall scope and direction of the NRC Contingency Plan at this time. If you have any comments, please provide them no later than February 15,1999 in order to permit sufficient time for the staff to incorporate these comments. if you have any questions please contact Mr. Joseph G. Glitter of my staff at 301-415-7485 or e-mail JGG@nrc. gov.
