' Work and the Contractor's technical proposal dated January 27,1998..

2 Task Order No.138 shall be in effect from January 29,1998 through March 13,1998, with a cost

ceiling of $34,659.04. The amount of $33,672.00 represents the estimated reimbursable costs, the amount of-$78.00 represents the facilities capital cost of money, and the amount of $909.04 ja represents the fixed fee.

BACKGROUNQ' o

An inspection of design calculations and open issues will be conducted at the Diablo Canyon,.

Units 1 and 2, plant site near San Luis Obispo, CA in follow up to the recontly completed A/E' inspection. The inspection will assess the effectiveness of the licensee engineenng '

p Lorganization in controlling the interrelated impacts of design information changes and.

1 modification to ensure that all affected documents (calculations, SER, USAR, design basis -

documents) are revised to be correct and consistent. The inspection will also review licensee L

f rosponses to open items including lasues identified during a recent architect /engmermg h

~ inspection. The inspection will be performed in accordance with NRC Inspec* ion Procedure -

un 92903.

- OBJECTIVE L

L The objective of this task order is to obtain expert technical assistance in the area of-

. mechanical engineering design to participate with the NRC inspection team in the performance P

_ of the inspection. The specialist should primarily have a mechanical engineering design z

background, such as from an_ architect engineer firm with experience in system design
requirements and calculation. The specialist should also be familiar with installation and
surveillance testing of equipment along with cognizance of how site ercineering and operations E organizations function l The specialist should be thoroughly familiar with NRC regulations and -

inspection methodology. Also, the specialist should be familiar with the regulatory process, and l should be able to develop a list of regulatory commitments from docketed licensee correspondence for the plant system (s) selected for review. The specialist will then be _ required
