OPERATING CYCLE 10 AXtAL OFFSET ANOMALY - CALLAWAY PLANT, UNIT 1 (TAC NO. MA4458) i

Dear Mr. Randolph:

On January 11,1999, a telephone conference call was held between Union Electric Company

(UE) personnel and the NRC staff on the subject of the current Operating Cycle 10 axial offset L anomaly (AOA) condition at Callaway Plant. During the telephone conference, UE personnel l characterized the current AOA condition and its causes. UE personnel also identified a range of options currently under consideration by UE management that would ensure adequate reactor shutdown margin is maintained as required by the Callaway Technical Specifications.

l Some of the options being considered would require procedure changes and associated reviews in accordance with 10 CFR 50.59. UE personnel further suggested a meeting with the staff, if necessary, in the near future to discuss the options under consideration.

A meeting with the staff is not required at this time. However, if UE management identifes a j safety issue with an option under consideration, the staff will want to meet with UE personnel

! prior to implementation of the option associated with the safety issue. The staff would also be willing to meet with UE personnel on this subject in the near future if, in the course of selecting an option, UE performs the associated 10 CFR 50.59 evaluation and identifies an unreviewed /

safety question. In this case, such a meeting would be scheduled after the amendment d_

application was received.

For your planning purposes in scheduling the completion of 10 CFR 50.59 evaluations D associated with options under consideration, please be advised that, in the event the evaluations identify an unrevowed safety question, your subsequent amendment application l should be submitted to the staff for approval as soon as possible. If such an application, including a risk informed analysis, were submitted by the end of this month, the staff would make available resources to complete its review of the submittal, using the normal public notification process, by mid-March 1999. This information was communicated to A. Passwater, D. Shafer and T. Moser of your staff on January 14,1999.
