COOLANT ANALYSIS"(TAC NO. M83964).
Dear Mr. Liparulo:
On June 28,1996, the NRC issued a Safety Evaluation Report (SER) finding the subject report acceptable for referencing, including in plant licensing documentation, with the limitations ar.d conditions as specif'ed in the SER and the NRC letter of transmittal (Timothy E. Collins for Robert C. Jones, NRC, to N. J. Liparulo, Westinghouse, June 28, 1998). One of the principal conditions specified in the SER is the implementation of a documentation plan (details given in SER). The transmittal letter requested that the approved version of the subject topical report be submitted within 6 months of receipt of the letter. In letters of December 18,1996, March 5,1997, and July 29,1997, you informed the NRC of delays in the submittal for various reasons. Most recently, it has become our understanding that you will submit the approved version of the report by March 31,1998.
- As you are aware the report has been referenced in several licensing applications, as the base methodology for the AP800 LBLOCA analysis methodology, and as the base methodology from which the 2-loop upper p'enum injection LBLOCA analysis was derived.
1The lack of the report has caused problems for our technical staff in its evaluations of these applications, and its interactions with other Commission offices and advisory committees (e.g., ACRS, OGC) involved in the review process, in order to preclude additional delays or difficulties in these reviews and operating reactor applications, the -
subject documentation should be submitted no later than March 31,1998.
