In a letter dated January 5,1998, Northeast Nuclear Energy Company (NNECO) requested a thirty day extension (until February 8,1998) to respond to the Notice of Violation (NOV) and Proposed imposition of Civil Penalties in the amount of $2.1 million proposed by NRC in a letter dated December 10,1997. The extension was requested to help ensure the development of a comprehensive and high quality tesponse. (The civil penalties were paid on December 19, 1997.) NRC granted this request. In a letter dated February 6,1998 you stated that NNECO has developed a response to the NOV and is c"rrently identifying commitments within the draft document and validating these commitments. In order to ensure your response is complete and accurate in all material respects, you requested an additional extension of three weeks (until March 1,1998) to provide the response.

This additional request is herLby granted. NRC determination of the necessity for additional or confirmatory inspection, if any, based on corrective actions described in responses to NOVs cannot be made until the responses are received. Be advised that while much inspection is in progress to determine if restart of Unit 3 should be authorized, delays in receipt of your response may result in corresponding delays in any inspection warranted based on that response.
