NOTICE OF VIOLATION AND NRC INSPECTION REPORT
NO. 50-282/97023(DRP); 50-306/97023(DRP) FOR PRAIRIE ISLAND
NUCLEAR GENERATING PLANT
Dear Mr. Wadley:
On January 13,1998, the NRC completed an inspection at your Prairie Island Nuclear
Generating Plant. The enclosed report presents the results of that inspection.
Dur!J i the six-week period covered by this inspection, improvements were noted in procedure
adhe nce, but the NRC stillidentified a violation in that area. A'so, plant staff and the NRC
ident,i. .d numerous minor procedure quality problems. The need for better enforcement of the
standards for control room conduct by first-line supervisors was evident; nevertheless,
operations department activities associated with a Unit 1 power reduction, balancing of the main
turbine and retum to full power operation were conducted well. In addition, operators involved
with me.denance and surveillance activities displayed a good questioning attitude and
appreciation of radiation dose control. In enginaering, system engineers were heavily involved
with all aspects of operations, maintenance, and testing of their systems. The engineers rapidly
investigated any operational abnormalities, took an active role in maintenance and
troubleshooting activiti's, and closely followed all surveillance testing on their systems; however,
in one instance, during urbine torsional testing, engineering response to a question from an
operator was initially insiequate and resulted in the requirement to reperform a test. Finally,
recent engineering findings involving the control room ventilation system and a 10 CFR Part 50,
Appendix R issue regarding inadequate separation of pressurizer level cables indicated that
thorough design reviews were being conducted and reflected a willingness to identify and resolve
old design and compliance issues.
The violation identified above is cited in the enc!osed Notice of Violation (Notice), and the
circumstances surrounding the violation are described in detailin the enclosed report. Please
note that you are required to respond to this letter and should follow the instructions specified in
the enclosed Notice when pre, oaring your response. The NRC will use your response, in part, to
determine whether further enforcement action is necessary to ensure compliance with regulatory
requirements.
