i The Commission was briefed by the NRC staff on the results of the Senior Management Meeting (SMM) held on January 6-7,1998 and on the status of operating reactors and fuel

facilities.

The staff should inform the Commission of the process and criteria used to evaluate materials facilities during the SMM process, including performance indicators, considerations of risk, and the thresholds for determining whether a materials facility warrants increased NRC attention.

At the Commission briefing following the next SMM, the staff should provide additional specificity on the individual plant weaknesses that form the basis for SMM decisions, including a clear discussion of those attributes of a licensee's control processes that have adversely affected its operational safety performance, and greater clarity regarding the circumstances surrounding, and potential safety significance of, plant events.
