This vote supersedes my vote dated November ll, 1997, and reflects a change in my views.
I now vote to disapprove the staff's proposal to publish the draft proposed rule on nuclear _ power reactor decommissioning costs.
I find compelling the reasons to disapprove that Commissioner McGaffigan provided in his comments on SECY-97-251.
Thus, I am willing to permit the staff to delay rulemaking in this area until actual decommissioning cost data from Trojan is available.
