The NRC Oversight Panel met with Commonwealth Edison and LaSalle County Station management on January 28,1998. This management meeting was open to public observation. contains the associated meeting summary. Enclosure 2 contains the handout provided to the NRC Oversight Panel by Commonwealth Edison during the meeting.

i Public Meeting Summary l

NRC oversight Panel for LaSalle County Station January 28.1998. Manaaement Meetina Summary:

l The licensee provided the NRC oversight Panel with a handout (Enclobure 2) and discussed the information contained in the handout during the meeting. During the licensee's presentation, the licensee addressed NRC questions and comments. The licensee discussed recent changes to the management structure at LaSalle County Station and key issues and accomplishments in the areas of engineering, maintenance, and operations. The licensee also addressed the status of l

license amendments required for Unit i restart.

During the meeting, the licensee communicated the need to ensure that considerable dialogue with the NRC staff will occurr before the NRC Engineering and Technical Support inspection i

currently scheduled for March 1998. The NRC staff noted that the licensee was still j

implementing and evaluating process changes in the engineering area, and that March 1998 may not be a good time for the inspection. The licensee responded that March 1998 may still be schievable; however, an ongoing scheduling process planned for completion within a week would provide further clarification as to the acceptability of the March 1998 inspection date.

' The licensee also indicated that a maintenance assessment identified a high percentage of work packages that needed revision after being issued to tha field. The licensee determined that this was not a problem for orttical path work, which reoolved increased focus, but was a concem with regard to the " bulk work." The licensee was reviewing methods to place a similar focus on the quality of the non-critical path work packages.

l The NRC staff noted that the licensee handout included a graph showing a planned work request completion rate that did not appear reasonably achievable. The licensee indicated that they would attempt to meet the workdown schedule by working more efficiently and ensuring sufficient i

manpower was available. The licensee indicated that the rate of increase in outstanding work requests would decrease once remaining final design change packages were issued. The licensee also indicated that the schedule may move outward to ensure proper work is completed.

i With regards to human performance in operations, the licensee indicated that the number of -

t events was decreasing. Although this area was not yet where they want it to be, it was on an improving trend. The licensee concluded that their human performance strategy had met its goals. This conclusion was largely based upon numerous interviews in which personnel expressed proper knowledge of expectations and appropriate attitude. The NRC staff questioned whether the licensee's evaluation of improvement effectiveness in this area should place such high importance on attitudes displayed during interviews. The NRC staff stressed the need to look at actual performance and noted personnel errors identified in recent NRC inspections. The licensee responded that their evaluation was also based upon meeting the corresponding numerical objectives defined in the LaSalle Restart Plan.

The licensee stated that LaSalle personnel understand what it takes to achieve high expectations and know that there is accountability. They were ensuring that their corrective actions to events reflected personnel accountability and their measurements were starting to show some 1

improvement in performance. The licensee also stated that there will always be some mistakes by personnel and that they must concentrate on changing the significance and rate of occurrence j

of these errors. The licensee felt that they had done that and, therefore, were achieving restart criteria in this area. In addition, the licensee stated that this doesn't necessarily mean they have good operators, that they won't know this until the plant operates and they challenge plant personnel. The NRC staff responded that there were performance measuromonts that were appropriate for the current shutdown status and how the licensee measures performance will 1

become more important as they approach restart. The licensee indicated that they would provide more detailed numerical data regarding personnel performance trends during the next meeting.
