STATUS OF ALLEGATION PROGRAM - FISCAL YEAR 1997 ANNUAL REPORT in SECY-94-089, " RESPONSE TO THE REPORT OF THE REVIEW TEAM FOR REASSESSMENT OF THE NRC'S PROGRAM FOR PROTECTING ALLEGERS AGAINST RETAllATION," the staff committed to have the Agency AllegaHon Advisor pi vide an annual repcrt to the Executive Director for Operations that assesses the conduct of the allegation program in each office and region. I approved the annual report for Fiscal Year 1937 on January 20, 't998. A copy is attached for your information.

i l The assessment of the allegation program is in the sections on Description of Allegation i

Process and Summary of Audit Results. The report also provides (1) a status on completing recommendations for improving the allegation program as a result of NUREG-1499, " Report of the Review Team for Reassessment of the NRC's Program Allegers Agelnst Retaliation," and the Govemment Accounting Office report, " Nuclear Employee Safety Concems - Allegation System Offers Better Protection, but important issues Remain," (2) a review of allegation data for adverse trends for reactorand tnaterials licensees and contractors, and (3) a review of the resources expended on follow up of technical allegations. I have tasked the Agency Allegation Advisor with implementing the recommendations contained in the report.
