I w6 seassusnon)smemsmansa License SNM-1067 Docket 70-1100 June 10,1986 U. S. Nuclear Regulatory Commission Region I 631 Park Avenue King of Prussia, PA 19406 Attention:
Mr. Thomas T. Martin, Director Division of Radiation Safety and Safeguards
References:
1) Letter from Thomas T. Martin, NRC, to H. V. Lichtenberger, CE, Dated April 17, 1986; Inspection No. 70-1100/86-02
2) Letter from H. V. Lichtenberger, CE, to Thomas T. Martin, NRC, Dated May 13, 1986
Dear Mr. Martin:
Reference 1 reported that we had made changes to our security plan and had not submitted copies cf the changes to the commission for review. Our Reference 2 reply to your letter indicated we would submit, prior to June 16, 1986, an updated security manual which incorporated Items a) thru d) of Appentix A, Reference 1.
The changes to the security manual have been completed and one copy of the updated manual is enclosed for your review.
It is our opinion that the requested changes will not reduce the effectiveness of NFM-Windsor's physical security plan.
Please note that the security manual has been determined to be exempt from public disclosure in accordance with 10CFR9.5(a)(4). Therefore, the plan should not be placed in the public document room and should receive only limited distribution.
Very truly yours, Od f
