NRC RADIATION PROTECTION INSPECTION REPORT

50-461/98002(DRS)

Dear Mr. MacFarland:

On January 9,1998, '.he NRC completed an inspection at your Clinton Nuclear Power Station.

The enclosed report presents the results of this Inspection.

The inspection was an examination of activities conducted under your license as they relate to

radiation safety and to compliance with the Commission's rules and regulations and with the

conditions of your license. The inspection consisted of a selective examination of procedures

and representative records, observations, and interviews with personnel. Specifically, the

inspection focussed on your respiratory protection program, radioactive material transportation

program, and the operability of area and process radiation monitors. No violations of NRC

requirements were identified.

. We observed strong ownership sr.d oversight of your respiratory protection program. The

program was well implemented, and your staff had taken initiatives to improve the program and

procedures. Your staff also properly implemonted the radioactive material tramportation

program. . Radioactive shipments were packaged properly, and shipping documents were well

prepared. We observed several minor inconsistencies conceming the implementing

procedures that your staff acknowledged and will resolve.

We also observed problems with the scheduling and completion of area and process radiation

monitor surveillances. The area and process radiation monitor control console, which is located

in the control room, has been continuously monitored by a radiation protection technician so

. that numerous nuisance alarms can be acknowledged in a timely manner. Operators indicated

that the control console is a distraction to them and that the data provided by the console may

not be reliable. Although your staff has recently placed a high priority on correcting these

issues, these problems have existed for a long period of time. This is a good example of your

staff's willingness to live with problems at the station.
