1 NRC INSPECTION REPORT 70-7002/9'3002(DNMS) AND NOTICE
- OF VIOLATION

Dear Mr. Miller:
On January 16,1998, the NRC completed a routine safety inspection at your Portsmouth '
- Gaseous Diffusion Plant.- The purpose of the inspection was to determine whether activities authorized by the certification were conducted safely and in accordance with NRC requirements.
-- At the conclusion of the inspection, the findings were discussed with members of your staff identified in the enclosed reportc
- Areas examined during the inspection are identified in the report. Within these areas, the -
inspection consisted of a selective examination of procedures and representative records,-
' interviews with personnel, and observations of activities in progress.
L Based on the results of this inspection, the NRC has determined that one violation of NRC requirements occurred. The violation is cited in the enclosed Notice of Violation (Notice)_and the e
1 Sircumstences surrounding it are described in detail in the subject inspection report.' This violation identified three maintenance activities where lifted and re-landed leads on a "Q* Item were not independently verified or recorded on the appropriate form, and in one case contributed ~
to the improper wiring of an autoclave cylinder thermocouple.-
