Attention: Mr. Virgil L. Brownlee The Georgia Power Company wishes to submit the following supplemental informa~ tion to our response (GN-913 dated May 16, 1986) to the violation identified in your inspection report 50-424/86-09 and 50-425/86-04:
Fabrtcation isometric drawings produced by the architect-engineer (Bechtel Power Corporation) and turned over to Georgia Power Company are considered to be the controlling design drawings for the Vogtle Electric Generating Plant.
Project drawing control procedures require that, if an isometric drawin,grtsFsTi' sed, a drawing change notice (DCN).
be issued concurrently apattist the affected piping and instrument diagram (P&ID).
As indicated 'in GN-913, the USNRC violation was attributed to discrepancies between isometric drawings and P&ID's resulting ffom the failure to transfer changes from one type of drawing to the other type in a timely manner.
A consistency review program was in place to reconcile the drawings but was not completed at the time of the USNRC inspection.
Drawing discrepancies were being recorded on marked-up copies so that they' could be corrected in a minimum number of drawing revisions.. Project engineering completed the incorporation of all identified discrepancies into DCN's against the P&ID's for safety-related systems on May 31, 1986.
The corrected P&ID's will be used to walkdown all safety-related systems turned over to Nuclear Operatio.ns for startup testing as of June 20, 1986.
The walkdowns will be a joint effort by the Construction and Operations Departments to identify and correct any discrepancies which may exist between as-built conditions and the corrected P&ID's.
Nuclear Operations will also review the wal kdown results to determine the impacts, if any, to previously completed startup testing.
. The current method used by the Vogtle Proje.ct to ensure consistency between isometric drawings and P&ID's is depicted in the flow chart of Attachment A.
This chart shows that reviews for, consistency between design drawings are performed at various times in the design re vi ew/c on s t rqc ti on / tu rn ove r/ te s t i n g processes by Project Field Engineering, the piping contractor (Pullman Power Products),
GPC Construction, and GPC Operations.
Each review provides the opportunity for the identification of drawing discrepancies to engineering for resolution.
The flow chart also notes some program enhancements established since the USNRC inspection.

impr.ovements in Construction Procedure GD-A-49 to reinforce reviews and walkdowns performed by the piping contractor prior to system turnover and an addition to the engineering drawing control procedure to require engineering to review P&ID's against the piping contractor's as-built

Improvements to procedure GD-A-49 have been completed and' training of turnover personnel will.r be completed by June 20, 1986.
As indicated earlier, all safety-related
. systems turned over as of June 20, 1986, will be walked down by Construction' and Operat6cns personnel.
A new construction acceptance testing procedure is being developed to be used to perform the walkdowns.
By June 20,,1986, current P&ID's are expected'to be distributed to Nuclear Operations drawing files and the walkdowns are expected to be completed by September 1,1986.
