Subject:

SPDS Isolation Devi,ces Gentlemen:

As discussed with members of your staff, the non-nuclear-safety class portions of the SPDS are. separated from safety class electrical circuits,by isolation devices.

These isolation devices have been tested at 140 volts and 10 amps, which webelieve is equal to or greater than the maximuni credible fault to which the isolation devices should be subjected. A breaker just inside the SPDS' electrical cabinet power supply limits the 120 volt electrical supply.to @ amps.

The'NRC staff has.taken the position that the design of the isolation

~

d'evice must prowide for 'a jumper assumed to be installed around this breaker, since the breaker is located in the same elegtrical cabinet as the isolation l

device.

devices m, ugh we know of no NRC. requirement or industry, standard that isolation ust,be designed to withstand. the asumed' installation of jumpers or technician errors, we are willing to change the power supply to the SPDS cabinets to a ten amp power supply. This offer.is made contingent upon receiving confirmatkn from the staff th'at the SPDS isolation device design i.s

' acceptable with the power supply' change. The.ch nge will'be made as soon as practicable following receipt of your acceptance e

Also, enclosed is a copy of the test report for.the Energy Incorporated,,d i.solators performed for Portland General Electric.

The analog isolators use in the Maine' Yankee SPDS have the same isolation interface a'nd similar card

informally transmitted to the staff.

Very truly yours,
