Conference Summary Introductions were_ made, and the representatives of the Stroh Brewery Company were welcomed to Region I by Mr. Blough who explained the purpose of the conference which was to discuss the unauthorized disposal of a generally licensed americium-241 source and its subsequent rupturing resulting in contamination at the Royal Green Recyclers facility in Tenple. Pennsylvania. 'He indicated that the NRC was concerned with the status and location of the source that has not been

-accounted for and the arrangements Stroh has made for the disposal of the radioactive waste material-at Royal Green Recyclers. Temple.

The, licensee stated that they realize that this is a serious matter and have contracted with Alaron Corporation to assess and properly dispose of the radioactive contaminated material at Royal Green as soon as-possible.

- The licensee's. representatives indicated that when the licensee informed the NRC concerning their discovery of two additional PEC0 gauges, they assumed that the serial numbers were the same and they had no intention

The licensee acknowledged that one 100-millicurie americium-241 sealed source left their facility and was disposed of at Royal Green; however the whereabouts of the other 100-millicurie americium-241 source is still not known.

The licensee acknowledged that their records did not demonstrate that their sources-had been tested for leakage at the required frequency (every six months).

Their records indicate that leak

. test were performed in 1981, 1982, 1984 and 1988, a frequency less than every six months.

The licensee stated that, in addition to hiring a contractor, their other corrective actions include creating a corporate wide policy / procedure for radioactive gauging devices throughout the company, establishing a responsible individual at each facility of use to oversee com)liance, searching records, plant grounds and interviewing personnel to leighten awareness and sensitivity with respect to gauging devices containing radioactive material, and initiating a verification process to ensure total accountability for all licensed gauges in its possession.

The NRC strongly encouraged the licensee to expand their search for the unaccounted for gauge to include Ray Craft & Sons. another recycling facility, to ensure that the missing americium-241 source had not been shipped there, creating a potential contamination problem. The licensee stated that they would consider including this facility in their search for the missing source.
