STAFF REQUIREMENTS: BRIEFING ON MATERIAL CONTROL OF GENERALLY LICENSED DEVICES (SECY 97-273),2:00 P.M. WEDNESDAY, JANUARY 21,1998, COMMISSIONERS CONFERENCE ROOM, ONE WHITE FLINT NORTH, ROCKVILLE, MARYLAND (OPEN TO PUBLIC ATTENDANCE)
The Commission was briefed by members of the NRC staff on the staff's recommendation to develop and implement a registration program for certain 10 CFR 31.5 generallicensees and by the following industry and state govemment representatives:
Andrew G. Sharkey, Ill, President and Chief Executive Officer, American Iron and SteelInstitute James F. Collins, President Steel Manufacturers Association Michael Mattia, Director of Risk Management Institute of Scrap Recycling Industries,Inc.
Roland Fletcher, Chair Organization of Agreement States Jill Lipoti, PhD, Chair Conference of Radiation Control Program Directors, Inc.
The Commission requested that the staff:
clarify the purpose and specific objectives of the proposed NRC-DOE Memorandum of Understanding that the staff is currently developing to address the orphaned device problem.
identify any issues not covered by the proposed MOU that may require further negotiation between the agencies or new legislative authority to address and resolve such as clarifying the authority of each agency.
