Dear Ms. Adensam:

INITIAL CRITICALITY CLARIFICATION HOPE CREEK GENERATING STATION DOCKET NO. 50-354 Public Service Electric and Gas Company (PSE&G) requested an exemption in accordance with the requirements of 10CFR50.12 for the deferral of completion of the Standby Diesel Generator (D) and the Traversing Incore-Probe System until prior to initial criticality in a letter from C.A. McNeill (PSE&G) to E. Adensam (NRC) dated February 25, 1986.

Initial criticality in this application is defined as the first criticality achieved with the reactor vessel head installed, bolts fully tensioned and the reactor in Operational Condition 2 as defined by Hope Creek Technical Specifications.

PSE&G notes that this application of initial criticality does not pertain to Shutdown Demonstration tests performed during open vessel conditions in Operational Condition 5 as per the provisions of Technical Specification 3.10.3.
