Dear Mr. Kostal:

Sy letter dated September 19,1997. Commonwealth Edison Company (Comed) submitted the Sargent and Lundy (S&L) calcalation ESl1501, Revision 0, and requested that it be withheld from public disclosure pursuant to 10 CFR 2.790.

An aff6davH executed by you dated September 18,1997, from S&L, the owner of the information, was included in the submittal. S&L stated that the submitted information should be considered exempt from mandatory public disclosure for the following reasons:

• (4)(a) The information marked Proprietary or Confidential and !s of a sort customarily held la confidence by S&L. Access to such documents within S&L is limHed on a "need to know" basis. Disclosures outside S&L are limited to regulatory bodies

- or lioeretees, and others with a legitimate teeed for the information, and then only.

In accordance with appropriate regulatory provisions or proprietary agreements

"(5) The calculation in paragraph (3) [ESl1501, Revision 0] is a confidential compilation of information related to Analysis Ampacity Derating for Thermal-Lag o and Dermatt Fire Wraps. This calculation was developed in responsa to S&L 1

Intemal reviews. The development of this calculation was undertaken by S&L at i considerable cost and has considerable financial value to others.

If the need artses, we may send copies of this information to our consultants working in this area. We will, of course, ensure thet the consultants have signed the appropriate agreements for handling proprietary information. ,
