1. My present position is Emergency Management Program Specialist for the Federal Emergency Management Agency. Included among my responsibilities is the radiological emergency planning liaison function between FEMA Region IV and the States of Georgia, Alabama, Florida and Tennessee. In this position, I am responsible for the review of radiological plans and preparedness for these States and for the local governments within these States.

I have held this position since December 1981. I have been employed by FEMA since June 1980. A current statement of my professional qualifications is attached hereto. My business address is 1371 Peachtree Street, N.E., Suite 700, Atlanta, Georgia 30309.

I have personal knowledge of the matters discussed herein and believe them to be true and correct.

2. In response to the Board's Orders on EP-4 and EP-l/

EP-1 (a) /EP-2 (b) , FEMA Region IV received from the Applicants the proposedchkngestotheGeorgiaandBurkeCountyPlans. FEMA requested that the State forward the proposed changes to FEMA Region IV for review. On June 26, 1986, a Georgia Emergency Management Agency representative hand-carried the attached proposed plan revisions to FDIA Region IV Office of Natural and Technological Hazards Division.

3. I have reviewed the attached proposed changes to the Plans and in my opinion the changes conform to the Board's Orders and are in compliance with the NUREG 0654 criteria relating to medical support for contaminated injured individuals and 24-hour per day manning of communication links. I personally called the number listed in the Burke County Plan and was advised, without prompting, of the 24-hour a day manning of the consolidated dispatching system.

o Posted signs at strategic locations in the Plume Exposure Pathway EPZ, such as consnerical establishments, gas stations, churches, the Vogtle Visitors Center, public recreational areas, and in the Augusta Office of the Agricultural Stablization and Conservation Service.

o The Vogtle emergency public brochure will be made available within the EPZ to transients at commercial establis%ents, churches, the school, the motel, hunting clubs, the Vogtle Visitors Center, at t.hrough residents whose land is used by non-residents (e.g., the occasional non-resident hunter). The brochure will ~ also be provided to timber company offices outside of the Plume Exposure Pathway EPZ for distribution to ernployees who enter the EPZ to visit company land holdings; and to the Augusta Office of the Stabilization and Conservation Service for Agricultural distribution to farmers who farm, but do not reside, in the EPZ.

o Notices placed in public telephone booths within the Burke County EPZ area.

Each of these means will provide the basic information needed by a transient to respond effectively to a warning of an emergency at Plant Vogtle. Each will inform the reader that he is near Plant Vogtle, indicate how notification of an emergency would be provided, explain what actions should be taken if a warning is received, and list The posted signs and telephone appropriate EBS Stations for the area.
