PHYSICAL SECURITY PLAN, REVISION 29

Dear Mr. Maynard:

This letter acknowledges receipt of your letter dated December 19,1997, which transmitted Revision 29 to the Wolf Creek Generating Station Security Plan, submitted under the provisions of 10 CFR G0.54(p).

Based on your determination that the changes do not decrease the effectiveness of your ate security plan, and after limited review of the changes, no NRC approvalis required for some of the changes, in accordance with 10 CFR 50.54(p). Implementation of these changes will be subject to inspection to confirm that the changes have no; decreased the effectiveness of your security plan.

This plan change involved, in part, the testing of specif!c security hatch alarms once per quar;er rather than once every 7 days. As a result, the frequency of security officers climbing ladders to test remote hatch alarms during inclement weather is reduced.

On January 29,1998, during a telephone conversation between Messrs. D. Erbe of your staff and D. Schaefer of this office, Mr. Schaefer noted that this matter had been discussed with the Office of Nuclear Reactor Regulation (NRR). The NRR etaff stated that the plan change improved the safe working conditions at the Wolf Creek Generating Station and was appropriate only for those hatch alarms located in areas ..wolving: (1) outdoor ladders associated with the possibility nf hazardous / unsafe weather conditions or (2) high iMoor ladoers. Mr. Erbe stated that this would be incorporated into a subsequent change to the security plan.

The enclosures to your letter contain Safeguards Information of a type specified in 10 CFR 73.21 and are being withheld from public disclosure.
