- PART 21 ISSUE FOR THE MODEL NO. 32278 PACKAGE p

By letter dated February 21,1995, the Department of Energy (DOE) submitted a report under-

. the provisions of 10 CFR $21.21 regarding the Model No. 32278 package, Certificate of l Compliance No. 9167. DOE stated that a free liquid was found in the inner cavity of the -

package.

The package uses water-extended polyester (WEP) as' neutron shielding in the package.

Subsequent information provided by Amersham Corporation in letters dated March 17, and -

l.

' April 6,-1996 stated that the liquid was found to be ethylene glycol from h1 WEP. Amersham F

determined that a small amount of ethylene glycol is generated in the WW during manufacture and that the presence of liquid was not the result of degradation of the WEP while in senrice.

Dose rate measurements of the package indicated that there was no significant reduction in the shielding effectiveness. Amersham performed a visualinspection of the package and found no

- deterioration of the WEP.

I The inner container of the package was found to be non-standard. The inner container was -

custom built for DOE by Amersham, and was intended for stora2e rather than for transport.

F DOE transportation activities are not subject to NRC regulation, and it is not known whether this package, with a non-standard inner container, had been used by DOE as a transport package.

' However, NRC licensees may not use transportation packages which do not conform to the -

design authorized in the Certificate of Compliance.1 L

Amersham stated that this leakage appears to be an isolated incident limited to this particular package, which had a non-standard inner container. Amersham inspected three of the four --

other packages made at the same time and none were found to be leaking. In addition, Amersham stated there have been no other reports of ethylene glycol leaking into the inner.-

container of other Model No s227 packages.
We have completed our evaluation of the DOE report submitted on February 21,1995, and concluded that no further action is required because there does not appear to be a problem with other packages of this design which were manufactured with the proper inner cor tainer, and -

because DOE storage activities are not subject to NRC regulation.
