Please accept this letter on behalf of Edward Wallace in connection with the Advisory Opinion and Notice of Hearing of the Nuclear Regu-latory Commission ("NRC"), CLI-86-09, dated May 15, 1986, and the Designation of Presiding Officer, dated May 23, 1986.

In view of the provisions of those documents it appears that there is no occasion at this time for an answer to be filed, since the Notice specifically provides that the proceeding is to be terminated if no person intervenes against Mr. Wallace and if the NRC staff do not ad-vocate a position against him.
