20555 Dear Chairman Jackson I am writing to request your assistance regarding a situation at the Davis-Besse Nuclear Power Station in Ohio that was brought to my ar.tention by a constituent.

Apparently, Toledo Edison has decided to eliminate a meteorologist position responsible for the analysis of meteorological data used in models for the evaluation and assessment of radiological releases from the plant.

I am concerned that the elimination of this position may pose a tnreat to employees at the plant and to the surrounding population.

I would appreciate it if you could look into this decision and let me know if it does pose a safety concern.

A copy of my constituent's letter is enclosed.

Dear Congresswoman Kaptur,

l; I have a safety concern regarding the Davis-Besse Nuclear Power Station, located in Oak Harbor, Ohio. As part of a recent reorganization and downsizing, my position sis an Environmental and Safety Specialist was eliminated. My specific respon:ibilities were to manage the meteorological program as outlined in Regulatory Guiden 1.23.

1.111 and 1.21 as well as CFR 10.50 and ANSI 2.5. As a meteorologist it was my duty to collect, review, analyze, validate, report and disseminate meteorological data which was used in the evaluation and assessment of radioactin releases both routine and non-routine. With the el4mination of this position no qudified personnel are trained or contracted to review and validate this important data.

I made these concerns known at the time of my severance to the Davis-Besse Ombudsman and the Nuclear Regulatory Comminion, Region Ill. Both organizations insist that no validation or verification is required other than the semi-annual meteorological sensor calibration. I find this position absurd and unsafe. Radioactive dispersion calculations are only as good as the data that backs them up. No matter whom Davis-Besse places in charge of meteorological monitoring they must be concerned and trained to validate and verify meteorological data-that person does not exist at Davis-Besse nor at the sister plant Perry.-

I write this letter to you, asking for your office to investigate this situation. I am not trying to be vindictive to my ex empwyer; just concerned that a program whi:h serves the public safety be held to the highest level.
