OCTOBER 24,1997 MEMORANDUM. AND ORDER (Sebedule for Prehearing Conference / Site' Visit)
In its October 24,1997 Memorandum and Order, the Atomic Safety and Licensing Board set the prehearing conference in Salt Lake City and the site visit for the week of January 26,1998. The site visit is anticipated to occupy half a day.
In response, the State of Utah suggests that the site visit be scheduled for a full day in order to allow sufficient time to visit the areas in Tooele County that are relevant to Private Fuel Storage LLC's (PFS's) license application. A proposed schedule should includ: an inspection of Rowley Junction, which is located directly on the north side of Interstate 80, approximately 45 miles from Salt Lake City. Rowley Junction is the proposed intermodal transfer point and the starting point for heavy haul E isport of casks j
to the facility. Skull Valley Road is on the south side ofInterstate 80 from Rowley:
Junction via an underpass. The site is 24 miles south along Skull Valley R

population. The Dugway facility is willing to provide a tour which may be arranged by -
contacting Melanie Moore, the Dugway Public Affairs Officer, at (801) 522-3757 or 522-3755. Finally, retum to Salt Lake City from Dugway may be made along State Roads 199 and 36 through the city of Tooele (39 miles) and traveling north an additional 15 miles to access Interstate 80 again. The Applicant intends to rely on Tooele County for off-site emergency response. The Dugway-Tooele route described above would be the usual route emergency providers would take from Tooele to the site. The sugge.sted tour will take a full day. The Utah state highway map attached to the Staff's response to the
