Decommissioning Trust Fund Payments Would Provide Reasonable Assurance of Decommissioning Funding, or, in the Alternative, Would I terit a Permanent IIxemption North Atlantic !!ncrgy Service Corporation (North Atlantic) encloses, as Attachment I to this letter, Great Bay Power Corporation's (Great Bay's) Petition for a Determination that Acceleration of its Decommissioning Trust Fund Payments Would Provide Reasonable Assurance of Decommissioning Funding, or, in the Alternative, Would Merit a Pennanent Exemption.

Currently, Great Bay has a temporary exemption from the requirements of 10 CFR 50.75(e)(2) for the earlier of one year or 90 days after the effective date of pertinent changes to 10 CFR 50.2 and 10 CFR 50.75. This temporary exemption was granted by the Commission on July 23, 1997,' The attached request asks the Commission to find that Great Bay's proposed acceleration of its decommissioning fund contributions provides the reasonable assurance of decommissioning funding called for in 10 CFR 50.75. In the alternative, Great Bay seeks to have the Commission issue a permanent exemption from its regulations based on the added assurance provided by the acceleration of Great Bay's decommissioning fund payments.
