NRC INSPECTION REPORT 70 7001/97012(DNMS) AND NOTICE OF VIOLATION

Dear Mr. Miller:

On October 10,1997, the NRC completed an engineering, maintenance and operator training inspection at your Paducah Gaseous Diffusion Plant. The enclosed report oresents the results of the inspection.

Based on the results of the inspection, the NRC has determined that one violation of NRC requirements occurred. The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances surrounding the violation are described in detailin the enclosed report. The violation indicates a lack of rigor in the conduct of some operations, maintenance, and plant modification activities.

You are required to respond to this letter and should follow the instructions specified in the enclosed Notice when preparing your response. The NRC will use your response, in part, to determine whether further enforcement action is necessary to ensure compliance with regulatory requirements.
