SUBJECT: NRC INSPECTION REPORT 50-482/9719 AND NOTICE OF VIOLATION
Dear Mr. Maynard:
An NRC inspection was conducted September 22 through November 2,1997, at your Wolf
Creek Generating Station reactor facility. The enclosed report presents the scope and
results of that inspection.
During this inspection, five cited violations of NRC requirements were identified in the
areas of operations, maintenance, and plant support. Violation A involved the use of an
uncontrolled operator aid. Violations B and C involved instances where mahtenance
personnel f ailed to comply with your procedures. Violation D involved radiation workers
failing to comply with your radiation protection program requirements. Human
performance in the radiation protection area was among the problem areas discussed with
you in a management meeting at Wolf Creek on November 14,1997. Violation E involved
the f ailure of your staff to perform effectiveness followup reviews for significant
performance improvement requests.
These violations are cited in the enclosed Notice of Violation (Notice) and the
circumstances surrounding the violations are described in detail in the enclosed report.
Please note that you are required to respond to this letter and should follcw the
instructions specified in the enclosed Notice when preparing your response. The NRC will
use your response, in part, to determine whether further enforcement action is necessary
to ensure compliance with regulatory requirements.

its enclosures, and your response will be placed in the NRC Public Document Room (PDR) -
