Docket No. 70-7002 Change to a Regulatory Commitment, Ever.t Reports 98-16,98-18 and 98-19 On December 31,1998, USEC submitted 30-day Event Report (ER) 98-16 (reference USEC letter GDP 98-2054). Concerning the failure of an electrical circuit required by the Safety Analysis Report (SAR) to shutdown an operating cell in the X-326 Building at the Portsmouth Gaseous Diffusion Plant. Subsequent to this failure, two other similar failures occurred, one in the X-330 Building and one in the X-326 Building, which were documented in ERs 98-18 and 98-19 (reference USEC letters ti GDP 99-2002 and GDP 99-2001, respectively).
USEC's response to these events committed to the following actions:
ER 98-16:
"By January 15,1999, the substation PM procedure will be revised to specify the type lubrication to be used for ITE KC/LG breakers and the interval that the operating mechanism linkage will be lubricated."
ER 98-18:

ER 98-19:

Nuclear Regulatory Commission January 15,1999 GDP 99-2005, Page 2 USEC has found that the substation PM procedures that are being used to incorporate the lubrication requirements require upgrading to meet current procedure requirements stated in SAR Section 6.11 and the PORTS Technical Safety Requirements (TSRs). This will require additional time to ensure that all regulatory requirements and worker safety requirements are properly incorporated into the procedures.
