ACCEPTANCE OF RESPONSE TO NUCLEAR REGULATORY COMMISSION BULLETIN 96-04

Dear Mr. Cruse:

On August 19,1996, as supplemented November 4,1996, and December 17,1997, Baltimore Gas and Electric Company responded to Nuclear Regulatory Commission Bulletin 96-04 for the NUHOMS 24P spent fuel storage system used at the Calvert Cliffs Nuclear Power Plant. This is to inform you that NRC reviewed your response and found it acceptable.

In your,esponse, you incorporated and concurred with the bulletin response from VECTRA i

Technologies, Inc. (now Transnuclear West, Inc.). On November 17,1997, NRC informed you j

that it had accepte<1 VECTRA's,*esponse and issued a safety evaluation (also dated November 17,1997). As discussed in this, safety evaluation, hydrogen could be generated in the NUHOMS 24P due to the corrosion of the flame-sprayed aluminum coating in borated water. Consequently, VdCTRA recommended setting a safe upper limit of 2.4% hydrogen by volurne for the hydrogen conceatration in the dry shielded canister (DSC) during welding or cutting operations. The staff accepted this recommendation and further concluded that DSCs with flar.)e-sprayed aluminum should be monitored continuously for hydrogen during welding or cutting.

Accordingly, in your December 17,1997, submittal, you agreed to continuously monitor for hydrogen during the welding or cutting of DSCs with flame sprayed aluminum. You also agreed to adopt VECTRA's recommended safety limit of 2.4% hydrogen by volume. Procedures for controlling and monitoring hydrogen in the DSC should be in place before you begin loading or unloading any more DSCs. Please note that the cask loading and unloading procedures at Calved Cliffs may be the subject of a future NRC inspection, i
