VOGTLE ELECTRIC GENERATING PLANT REVIEW COMPLETION OF GENERIC LETTER 96-01 ACTIVITIES TESTING OF SAFETY-RELATED LOGIC CIRCUITS The U. S. Nuclear Regulatory Commission issued Generic Letter (GL) 96-01 on January 10,1996.

The purpose of that letter was to notify addressees about problems with testing of safety-related logic circuits and request implementation of the actions described therein. The GL required licensees to provide a written response confirming completion of the required actions within 30 days from it's completion date.

Specifically the generic letter requested licensees to take the following actions:

1. Compare electrical schematic drawings and logic diagrams for the reactor protection system, emergency diesel generator load shedding and sequencing, and actuation logic for engineered safety features against plant surveillance test procedures to ensure dl portions of the logic circuitry including the parallel logic, interlocks, bypasses and inhibit circuits, are adequately covered iri the surveillance procedures to fulfill technical specification requirements. This review should also include relay contacts, control switches, and other relevant electrical components within these systems, utiliz::d in the logic circuits performing a safety function.
2. Modify the surveillance procedures as necessary for complete testing to comply with the technical specifica; ions. Additionally, the licensee may request an amendment to the technical specification if relief from certain testing requirements can bejustified.

Southern Nuclear Operating Company has completed the above review for Vogtle Electric Generating Plant. All issues identified as having impacts on Technical Specifications compliance have been rtsolvj(f9}))th units. Items determined to be reportable were documented in Licensee Event Report

Testing on Unit I and revisions to Unit 1 procedures associated with the Generic Letter %-01 review have been completed. Unit 2 activities and procedure revisions are scheduled to be completed prior to the end of the Spring 1998 refueling outage.
