PILGRIM STATUS REPORT FOR THE PERIOD JUNE 18 - JUNE 25,1986

Enclosed is the Pilgrim weekly status report from the NRC Resident Office at Pilgrim. Three NRC Resident Inspectors monitored routine activities at the plant during the report period. The reactor was in cold shutdown throughout the period for a maintenance outage.

These status reports are intended to provide NRC management and the public with an overview of plant activities and NRC inspection activities. Subsequent in-spection reports will address many of these topics in more detail.

w s ENCLOSURE PILGRIM STATUS REPORT FOR THE PERIOD JUNE 18 - JUNE 25, 1986 1.0 Plant Status As of 8:00 a.m. on June 25, 1986, the reactor was in cold shutdown with

. moderator temperature about 110 degrees Fahrenheit.

2.0 Facility Operations Summary The plant has been shut down for maintenance and to make program improve-ments since April 12, 1986. Boston Edison Company announced that planned inspections of Residual Heat Removal pumps in the Emergency Core Cooling System may lengthen the current outage.

3.0 Items of Special Interest j Management Change On June 20, 1986, the licensee announced a change in senior management structure. Effective July 1,1986, the Senior Vice President-Nuclear is leaving that position and becoming the Senior Vice President in charge of fossil generation operations. The Senior Vice President-Nuclear position will be eliminated and the Vice Presidents for Nuclear Operations and Engineering and Quality Assurance will report directly to the newly created position of Chief Operating Officer who in turn will report to the Chief Executive Officer.

Plymouth Area Chamber of Commerce Meeting On June 24, 1986, Dr. McBride met with the Board of Directors of the Plymouth Area Chamber of Commerce to discuss recent NRC action concerning Pilgrim Station. Representatives from the Plymouth County Nuclear Infor-mation Inc. organization and Boston Edison also participated in the meeting.

Overdue Surveillance Tests On June 21, 1986, the licensee reported that surveillance tests of under-voltage relays in safety-related electrical equipment may be overdue. The tests are required by the NRC to be conducted at a frequency of once per operating cycle.

The relays monitor voltage on an electrical transformer and one of two safety electrical buses. The relay on the second safety bus was apparent-ly still within the required testing time interval. In the event that low-voltage is sensed the relays are designed to actuate, thereby starting the emergency diesel generators, initiating the logic sequence by which the emergency diesel generators pick up electrical loads, and starting emer-gency core cooling equipment in the event of a loss of offsite power. The apparently overdue tests were identified during a followup investigation 1

The licensee is continuing to evaluate the test scheduling problems. The
resolution of the problems will be reviewed by the NRC prior to startup. >
