DearMr. Adkins:
This refers to the Chemical Process Safety inspection by members of the Nuclear Regulatory Commission (NRC) Headquarters staff and a contractor which was conducted on January 5-7, 1999, at your Portsmouth, Ohio facility. The purpose of the inspection was to determine whether activities authorized by your cenificate were conducted safely and in accordance with NRC requirements. At the conclusion of the inspection, the findings were discussed with those 3

Based on the results of the inspection, the NRC was determined that the high-risk chemical facilities would likely withstand an evaluation basis earthquake. No violations or open items were identified.
